Benghazi bungle requires act of urgent political hygiene By Mark Steyn www.JewishWorldReview.com | "We're going to have that person arrested and prosecuted that did the video," said Hillary Clinton. No, not the person who made the video saying that voting for Barack Obama is like losing your virginity to a really cool guy. I'll get to that in a moment. But Secretary Clinton was talking about the fellow who made the supposedly Islamophobic video that supposedly set off the sacking of the Benghazi consulate. And, indeed, she did "have that person arrested." By happy coincidence, his bail hearing has been set for three days after the election, by which time he will have served his purpose. These two videos – the Islamophobic one and the Obamosexual one – bookend the remarkable but wholly deserved collapse of the president's re-election campaign. You'll recall that a near month-long attempt to blame an obscure YouTube video for the murder of four Americans and the destruction of U.S. sovereign territory climaxed in the vice-presidential debate with Joe Biden's bald assertion that the administration had been going on the best intelligence it had at the time. By then, it had been confirmed that there never had been any protest against the video, and that the Obama line that Benghazi had been a spontaneous movie review that just got a little out of hand was utterly false. The only remaining question was whether the administration had knowingly lied or was merely innocently stupid. The innocent-stupidity line became harder to maintain this week after Fox News obtained State Department emails revealing that shortly after 4 p.m. Eastern, less than a half-hour after the assault in Benghazi began, the White House situation room knew the exact nature of it. We also learned that, in those first moments of the attack, a request for military back-up was made by U.S. staff on the ground but was denied by Washington. It had planes and Special Forces less than 500 miles away in southern Italy – or about the same distance as Washington to Boston. They could have been there in less than two hours. Yet the commander-in-chief declined to give the order. So Glen Doherty and Tyrone Woods fought all night against overwhelming odds, and died on a rooftop in a benighted jihadist hell hole while Obama retired early to rest up before his big Vegas campaign stop. "Within minutes of the first bullet being fired, the White House knew these heroes would be slaughtered if immediate air support was denied," said Ty Woods' father, Charles. "In less than an hour, the perimeters could have been secured, and American lives could have been saved. After seven hours fighting numerically superior forces, my son's life was sacrificed because of the White House's decision." Why would Obama and Biden do such a thing? Because to launch a military operation against an al-Qaida affiliate on the anniversary of 9/11 would have exposed the hollowness of their boast through convention week and the days thereafter – that Osama was dead, and al-Qaida was finished. And so Ty Woods, Glen Doherty, Sean Smith and Chris Stevens were left to die, and a decision taken to blame an entirely irrelevant video and, as Secretary Clinton threatened, "have that person arrested." And, in the weeks that followed, the government of the United States lied to its own citizens as thoroughly and energetically as any totalitarian state, complete with the midnight knock-on-the-door from not-so-secret policemen sent to haul the designated fall guy into custody. This goes far beyond the instinctive secretiveness to which even democratic governments are prone. The Obama administration created a wholly fictional storyline, and devoted its full resources to maintaining it. I understand why Mitt Romney chose not to pursue this line of argument in the final debate. The voters who will determine this election are those who voted for Obama four years ago and this time round either switch to the other fellow or sit on their hands. In electoral terms, it's probably prudent of Mitt not to rub their faces in their 2008 votes. Nevertheless, when the president and other prominent officials stand by as four Americans die and then abuse their sacrifice as contemptuously as this administration did, decency requires that they be voted out of office as an act of urgent political hygiene. At the photo-op staged for the returning caskets, Obama et al seem to have been too focused on their campaign needs to observe even the minimal courtesies. Charles Woods says that, at the ceremony, Joe Biden strolled over to him and by way of condolence said in a "loud and boisterous" voice, "Did your son always have balls the size of cue balls?" One assumes charitably that the vice president is acknowledging in his own inept and blundering way the remarkable courage of a man called upon to die for his country on some worthless sod halfway across the planet. But the near-parodic locker-room coarseness is grotesque both in its inaptness and in its lack of basic human feeling for a bereaved family forced to grieve in public and as crowd-scene extras to the political big shot. Just about the only formal responsibility a vice president has is to attend funerals without embarrassing his country. And this preening buffoon of pseudo-blue-collar faux-machismo couldn't even manage that. But a funny thing happened over the next six weeks: Obama's own cue balls shriveled. Biden had offered up a deft campaign slogan encompassing both domestic and foreign policy: "Osama's dead, and General Motors is alive." But, as the al-Qaida connections to Benghazi dribbled out, leak by leak, the "Osama's dead" became a problematic boast and, left to stand alone, the General Motors line was even less credible. Avoiding the economy and foreign affairs, Obama fell back on Big Bird, and binders and bayonets, just to name the B's in his bonnet. At the second presidential debate, he name-checked Planned Parenthood, the General Motors of the American abortion industry, half-a-dozen times, desperate to preserve his so-called gender gap. Yet, oddly enough, the more furiously Obama and Biden have waved their binders and talked up Sandra Fluke, the more his supposed lead among women has withered away. So now he needs to enthuse the young, who turned out in such numbers for him last time. Hence, the official campaign video (plagiarized from Vladimir Putin, of all people) explaining that voting for Obama is like having sex. The saddest thing about that claim is that, for liberals, it may well be true. Both videos – the one faking Obamagasm and the one faking a Benghazi pretext – exemplify the wretched shrinkage that befalls those unable to conceive of anything except in the most self-servingly political terms. Both, in different ways, exemplify why Obama and Biden are unfit for office. One video testifies to a horrible murderous lie at the heart of a head of state's most solemn responsibility, the other to the glib shallow narcissism of a pop-culture presidency, right down to the numbing relentless peer-pressure: C'mon, all the cool kids are doing it; why be the last holdout? If voting for Obama is like the first time you have sex, it's very difficult to lose your virginity twice. A flailing, pitiful campaign has now adopted Queen Victoria's supposed wedding advice to her daughter: "Lie back and think of England." Lie back and think of America. And then get up and get dressed. Who wants to sleep twice with a $16 trillion broke loser?

The Benghazi Talking PointsAnd how they were changed to obscure the truthBy Stephen F. Hayes May 13, 2013 Even as the White House strove last week to move beyond questions about the Benghazi attacks of Tuesday, September 11, 2012, fresh evidence emerged that senior Obama administration officials knowingly misled the country about what had happened in the days following the assaults. The Weekly Standard has obtained a timeline briefed by the Office of the Director of National Intelligence detailing the heavy substantive revisions made to the CIA’s talking points, just six weeks before the 2012 presidential election, and additional information about why the changes were made and by whom. As intelligence officials pieced together the puzzle of events unfolding in Libya, they concluded even before the assaults had ended that al Qaeda-linked terrorists were involved. Senior administration officials, however, sought to obscure the emerging picture and downplay the significance of attacks that killed a U.S. ambassador and three other Americans. The frantic process that produced the changes to the talking points took place over a 24-hour period just one day before Susan Rice, U.S. ambassador to the United Nations, made her now-famous appearances on the Sunday television talk shows. The discussions involved senior officials from the State Department, the National Security Council, the CIA, the Office of the Director of National Intelligence, and the White House. The exchange of emails is laid out in a 43-page report from the chairmen of five committees in the House of Representatives. Although the investigation was conducted by Republicans, leading some reporters and commentators to dismiss it, the report quotes directly from emails between top administration and intelligence officials, and it includes footnotes indicating the times the messages were sent. In some cases, the report did not provide the names of the senders, but The Weekly Standard has confirmed the identities of the authors of two critical emails—one indicating the main reason for the changes and the other announcing that the talking points would receive their final substantive rewrite at a meeting of top administration officials on Saturday, September 15. The White House provided the emails to members of the House and Senate intelligence committees for a limited time and with the stipulation that the documents were available for review only and would not be turned over to the committees. The White House and committee leadership agreed to that arrangement as part of a deal that would keep Republican senators from blocking the confirmation of John Brennan, the president’s choice to run the CIA. If the House report provides an accurate and complete depiction of the emails, it is clear that senior administration officials engaged in a wholesale rewriting of intelligence assessments about Benghazi in order to mislead the public. The Weekly Standard sought comment from officials at the White House, the State Department, and the CIA, but received none by press time. Within hours of the initial attack on the U.S. facility, the State Department Operations Center sent out two alerts. The first, at 4:05 p.m. (all times are Eastern Daylight Time), indicated that the compound was under attack; the second, at 6:08 p.m., indicated that Ansar al Sharia, an al Qaeda-linked terrorist group operating in Libya, had claimed credit for the attack. According to the House report, these alerts were circulated widely inside the government, including at the highest levels. The fighting in Benghazi continued for another several hours, so top Obama administration officials were told even as the fighting was taking place that U.S. diplomats and intelligence operatives were likely being attacked by al Qaeda-affiliated terrorists. A cable sent the following day, September 12, by the CIA station chief in Libya, reported that eyewitnesses confirmed the participation of Islamic militants and made clear that U.S. facilities in Benghazi had come under terrorist attack. It was this fact, along with several others, that top Obama officials would work so hard to obscure. After a briefing on Capitol Hill by CIA director David Petraeus, Democrat Dutch Ruppersburger, the ranking member of the House Intelligence Committee, asked the intelligence community for unclassified guidance on what members of Congress could say in their public comments on the attacks. The CIA’s Office of Terrorism Analysis prepared the first draft of a response to the congressman, which was distributed internally for comment at 11:15 a.m. on Friday, September 14 (Version 1 below). This initial CIA draft included the assertion that the U.S. government “know that Islamic extremists with ties to al Qaeda participated in the attack.” That draft also noted that press reports “linked the attack to Ansar al Sharia. The group has since released a statement that its leadership did not order the attacks, but did not deny that some of its members were involved.” Ansar al Sharia, the CIA draft continued, aims to spread sharia law in Libya and “emphasizes the need for jihad.” The agency draft also raised the prospect that the facilities had been the subject of jihadist surveillance and offered a reminder that in the previous six months there had been “at least five other attacks against foreign interests in Benghazi by unidentified assailants, including the June attack against the British Ambassador’s convoy.”
After the internal distribution, CIA officials amended that draft to include more information about the jihadist threat in both Egypt and Libya. “On 10 September we warned of social media reports calling for a demonstration in front of the [Cairo] Embassy and that jihadists were threatening to break into the Embassy,” the agency had added by late afternoon. And: “The Agency has produced numerous pieces on the threat of extremists linked to al Qaeda in Benghazi and Libya.” But elsewhere, CIA officials pulled back. The reference to “Islamic extremists” no longer specified “Islamic extremists with ties to al Qaeda,” and the initial reference to “attacks” in Benghazi was changed to “demonstrations.”
The talking points were first distributed to officials in the interagency vetting process at 6:52 p.m. on Friday. Less than an hour later, at 7:39 p.m., an individual identified in the House report only as a “senior State Department official” responded to raise “serious concerns” about the draft. That official, whom The Weekly Standard has confirmed was State Department spokesman Victoria Nuland, worried that members of Congress would use the talking points to criticize the State Department for “not paying attention to Agency warnings.”
In an attempt to address those concerns, CIA officials cut all references to Ansar al Sharia and made minor tweaks. But in a follow-up email at 9:24 p.m., Nuland wrote that the problem remained and that her superiors—she did not say which ones—were unhappy. The changes, she wrote, did not “resolve all my issues or those of my building leadership,” and State Department leadership was contacting National Security Council officials directly. Moments later, according to the House report, “White House officials responded by stating that the State Department’s concerns would have to be taken into account.” One official—Ben Rhodes, The Weekly Standard is told, a top adviser to President Obama on national security and foreign policy—further advised the group that the issues would be resolved in a meeting of top administration officials the following morning at the White House.
There is little information about what happened at that meeting of the Deputies Committee. But according to two officials with knowledge of the process, Mike Morrell, deputy director of the CIA, made broad changes to the draft afterwards. Morrell cut all or parts of four paragraphs of the six-paragraph talking points—148 of its 248 words (see Version 2 above). Gone were the reference to “Islamic extremists,” the reminders of agency warnings about al Qaeda in Libya, the reference to “jihadists” in Cairo, the mention of possible surveillance of the facility in Benghazi, and the report of five previous attacks on foreign interests.
What remained—and would be included in the final version of the talking points—was mostly boilerplate about ongoing investigations and working with the Libyan government, together with bland language suggesting that the “violent demonstrations”—no longer “attacks”—were spontaneous responses to protests in Egypt and may have included generic “extremists” (see Version 3 above).
If the story of what happened in Benghazi was dramatically stripped down from the first draft of the CIA’s talking points to the version that emerged after the Deputies Committee meeting, the narrative would soon be built up again. In ensuing days, administration officials emphasized a “demonstration” in front of the U.S. facility in Benghazi and claimed that the demonstrators were provoked by a YouTube video. The CIA had softened “attack” to “demonstration.” But as soon became clear, there had been no demonstration in Benghazi.
More troubling was the YouTube video. Rice would spend much time on the Sunday talk shows pointing to this video as the trigger of the chaos in Benghazi. “What sparked the violence was a very hateful video on the Internet. It was a reaction to a video that had nothing to do with the United States.” There is no mention of any “video” in any of the many drafts of the talking points.
Still, top Obama officials would point to the video to explain Benghazi. President Obama and Secretary of State Hillary Clinton even denounced the video in a sort of diplomatic public service announcement in Pakistan. In a speech at the United Nations on September 25, the president mentioned the video several times in connection with Benghazi.
On September 17, the day after Rice appeared on the Sunday shows, Nuland defended Rice’s performance during the daily briefing at the State Department. “What I will say, though, is that Ambassador Rice, in her comments on every network over the weekend, was very clear, very precise, about what our initial assessment of what happened is. And this was not just her assessment, it was also an assessment you’ve heard in comments coming from the intelligence community, in comments coming from the White House.”
It was a preview of the administration’s defense of its claims on Benghazi. After pushing the intelligence community to revise its talking points to fit the administration’s preferred narrative, administration officials would point fingers at the intelligence community when parts of that narrative were shown to be misleading or simply untrue.
And at times, members of the intelligence community appeared eager to help. On September 28, a statement from ODNI seemed designed to quiet the growing furor over the administration’s explanations of Benghazi. “In the immediate aftermath, there was information that led us to assess that the attack began spontaneously following protests earlier that day at our embassy in Cairo. We provided that initial assessment to Executive Branch officials and members of Congress, who used that information to discuss the attack publicly and provide updates as they became available.”
The statement continued: “As we learned more about the attack, we revised our initial assessment to reflect new information indicating that it was a deliberate and organized attack carried out by extremists. It remains unclear if any group or person exercised overall command and control of the attack, and if extremist group leaders directed their members to participate. However, we do assess that some of those involved were linked to groups affiliated with, or sympathetic to al Qaeda.”
The statement strongly implies that the information about al Qaeda-linked terrorists was new, a revision of the initial assessment. But it wasn’t. Indeed, the original assessment stated, without qualification, “we do know that Islamic extremists with ties to al Qaeda participated in the attack.”
The statement from the ODNI came not from James Clapper, the director of national intelligence, but from his spokesman, Shawn Turner. When the statement was released, current and former intelligence officials told The Weekly Standard that they found the statement itself odd and the fact that it didn’t come from Clapper stranger still. Clapper was traveling when he was first shown a draft of the statement to go out under his name. It is not an accident that it didn’t.
The revelations about exactly how the talking points were written, revised, and then embellished come amid renewed scrutiny of the administration’s handling of Benghazi. Fox News spoke to a Special Ops soldier last week who raised new questions about what happened during the attack, and the State Department’s inspector general acknowledged that the office would be investigating the production of the Administrative Review Board report on the attacks because of concerns that investigators did not speak to a broad spectrum of individuals with knowledge of the attack and its aftermath. On May 8, the House Oversight and Government Reform committee will hold another hearing on the matter. And Republicans in Congress have asked the administration to release all of the emails, something that would further clarify how the changes came about.

The Benghazi LieA failure of character of this magnitude corrodes the integrity of the state.By Mark Steyn May 10, 2013 Shortly before last November’s election I took part in a Fox News documentary on Benghazi, whose other participants included the former governor of New Hampshire John Sununu. Making chit-chat while the camera crew were setting up, Governor Sununu said to me that in his view Benghazi mattered because it was “a question of character.” That’s correct. On a question of foreign policy or counterterrorism strategy, men of good faith can make the wrong decisions. But a failure of character corrodes the integrity of the state. That’s why career diplomat Gregory Hicks’s testimony was so damning — not so much for the new facts as for what those facts revealed about the leaders of this republic. In this space in January, I noted that Hillary Clinton had denied ever seeing Ambassador Stevens’s warnings about deteriorating security in Libya on the grounds that “1.43 million cables come to my office” — and she can’t be expected to see all of them, or any. Once Ambassador Stevens was in his flag-draped coffin listening to her eulogy for him at Andrews Air Force Base, he was her bestest friend in the world — it was all “Chris this” and “Chris that,” as if they’d known each other since third grade. But up till that point he was just one of 1.43 million close personal friends of Hillary trying in vain to get her ear. Now we know that at 8 p.m. Eastern time on the last night of Stevens’s life, his deputy in Libya spoke to Secretary Clinton and informed her of the attack in Benghazi and the fact that the ambassador was now missing. An hour later, Gregory Hicks received a call from the then–Libyan prime minister, Abdurrahim el-Keib, informing him that Stevens was dead. Hicks immediately called Washington. It was 9 p.m. Eastern time, or 3 a.m. in Libya. Remember the Clinton presidential team’s most famous campaign ad? About how Hillary would be ready to take that 3 a.m. call? Four years later, the phone rings, and Secretary Clinton’s not there. She doesn’t call Hicks back that evening. Or the following day. Are murdered ambassadors like those 1.43 million cables she doesn’t read? Just too many of them to keep track of? No. Only six had been killed in the history of the republic — seven, if you include Arnold Raphel, who perished in General Zia’s somewhat mysterious plane crash in Pakistan in 1988. Before that you have to go back to Adolph Dubs, who died during a kidnapping attempt in Kabul in 1979. So we have here a once-in-a-third-of-a-century event. And at 3 a.m. Libyan time on September 12 it’s still unfolding, with its outcome unclear. Hicks is now America’s head man in the country, and the cabinet secretary to whom he reports says, “Leave a message after the tone and I’ll get back to you before the end of the week.” Just to underline the difference here: Libya’s head of government calls Hicks, but nobody who matters in his own government can be bothered to. What was Secretary Clinton doing that was more important? What was the president doing? Aside, that is, from resting up for his big Vegas campaign event. A real government would be scrambling furiously to see what it could do to rescue its people. It’s easy, afterwards, to say that nothing would have made any difference. But, at the time Deputy Chief Hicks was calling 9-1-1 and getting executive-branch voicemail, nobody in Washington knew how long it would last. A terrorist attack isn’t like a soccer game, over in 90 minutes. If it is a sport, it’s more like a tennis match: Whether it’s all over in three sets or goes to five depends on how hard the other guy pushes back. The government of the United States took the extremely strange decision to lose in straight sets. Not only did they not deploy out-of-area assets, they ordered even those in Libya to stand down. Lieutenant Colonel Gibson had a small team in Tripoli that twice readied to go to Benghazi to assist and twice was denied authority to do so, the latter when they were already at the airport. There weren’t many of them, not compared to the estimated 150 men assailing the compound. But they were special forces, not bozo jihadists. Back in Benghazi, Tyrone Woods and Glen Doherty held off numerically superior forces for hours before dying on a rooftop waiting for back-up from a government that had switched the answering machine on and gone to Vegas. Throughout the all-night firefight in Benghazi, Washington’s priority seems to have been to do everything possible to deny that what was actually happening was happening at all. To send “soldiers” on a “mission” to “fight” the “enemy” was at odds with the entire Obama narrative of the Arab Spring and the broader post-Bush Muslim world. And so the entire U.S. military was stood down in support of the commander-in-chief’s fiction. As Mr. Hicks testified, his superiors in Washington knew early that night that a well-executed terrorist attack with the possible participation of al-Qaeda elements was under way. Instead of responding, the most powerful figures in the government decided that an unseen YouTube video better served their political needs. And, in the most revealing glimpse of the administration’s depravity, the president and secretary of state peddled the lie even in their mawkish eulogies to their buddy “Chris” and three other dead Americans. They lied to the victims’ coffins and then strolled over to lie to the bereaved, Hillary telling the Woods family that “we’re going to have that person arrested and prosecuted that did the video.” And she did. The government dispatched more firepower to arrest Nakoula Basseley Nakoula in Los Angeles than it did to protect its mission in Benghazi. It was such a great act of misdirection Hillary should have worn spangled tights and sawn Stevens’s casket in half. The dying Los Angeles Times reported this story on its homepage (as a sidebar to “Thirteen Great Tacos in Southern California”) under the following headline: “Partisan Politics Dominates House Benghazi Hearing.” In fact, everyone in this story is a Democrat or a career civil servant. Chris Stevens was the poster boy for Obama’s view of the Arab Spring; he agreed with the president on everything that mattered. The only difference is that he wasn’t in Vegas but out there on the front line, where Obama’s delusions meet reality. Stevens believed in those illusions enough to die for them. One cannot say the same about the hollow men and women in Washington who sent him out there unprotected, declined to lift a finger when he came under attack, and in the final indignity subordinated his sacrifice to their political needs by lying over his corpse. Where’s the “partisan politics”? Obama, Clinton, Panetta, Clapper, Rice, and the rest did this to one of their own. And fawning court eunuchs, like the ranking Democrat at the hearings, Elijah Cummings, must surely know that, if they needed, they’d do it to them, too. If you believe in politics über alles, it’s impressive, in the same way that Hillary’s cocksure dismissal — “What difference, at this point, does it make?” — is impressive. But the embassy security chief, Eric Nordstrom, had the best answer to that: It matters because “the truth matters” — not least to the Libyan president, who ever since has held the U.S. government in utter contempt. Truth matters, and character matters. Lies About Libya By Thomas Sowell www.JewishWorldReview.com | There can be honest differences of opinion on many subjects. But there can also be dishonest differences. Last week's testimony under oath about events in Benghazi on September 11, 2012 makes painfully clear that what the Obama administration told the American people about those events were lies out of whole cloth. What we were told repeatedly last year by the President of the United States, the Secretary of State, and the American ambassador to the U.N., was that there was a protest demonstration in Benghazi against an anti-Islamic video produced by an American, and that this protest demonstration simply escalated out of control. This "spontaneous protest" story did not originate in Libya but in Washington. Neither the Americans on duty in Libya during the attack on the consulate in Benghazi, nor officials of the Libyan government, said anything about a protest demonstration. The highest American diplomat on the scene in Libya spoke directly with Secretary of State Hillary Clinton by phone, and told her that it was a terrorist attack. The president of Libya announced that it was a terrorist attack. The C.I.A. told the Obama administration that it was a terrorist attack. With lies, as with potato chips, it is hard to stop with just one. After the "spontaneous protest" story was discredited, the next claim was that this was the best information available at the time from intelligence sources. But that claim cannot survive scrutiny, now that the 12 drafts of the Obama administration's talking points about Benghazi have belatedly come to light. As draft after draft of the talking points were made, e-mails from the State Department pressured the intelligence services to omit from these drafts their clear and unequivocal statement from the outset that this was a terrorist attack. Attempts to make it seem that Ambassador Susan Rice's false story about a "spontaneous protest" was the result of her not having accurate information from the intelligence services have now been exposed as a second lie to excuse the first lie. Despite Secretary of State Hillary Clinton's loudly proclaimed question "What difference, at this point, does it make?" the difference is between an honest mistake and a calculated lie to deceive the American people, in order to win an election. Barack Obama's election campaign oratory had proclaimed the death of Osama bin Laden as an accomplishment of his administration, as part of a general defeat of Al-Qaeda and other terrorists. To admit that these terrorists were still in action, and strong enough to kill an American ambassador and three other Americans in a well-coordinated military style attack, would be a politically devastating admission during the election campaign. Far better, politically, to come up with a story about a protest demonstration that just got out of hand. This could be presented as an isolated, one-time event, rather than part of a continuing pattern of terrorism by groups that were still active, despite President Obama's spin suggesting that they were not. The problem with telling a lie, or even a succession of lies, is that a very small dose of the truth can sometimes make the whole thing collapse like a house of cards. The State Department's own foreign service officer Gregory Hicks was in Libya during the attack, so he knew the truth. When threats were not enough to silence him, it was then necessary to try to discredit him. After years of getting glowing job evaluations, and awards of honors from the State Department for his work in various parts of the world, Mr. Hicks suddenly began to get bad job evaluations and was demoted to a desk job in Washington after he spoke with a Congressman about what he knew. The truth is dangerous to liars. The Obama administration's excuse for not trying to get help to the Americans in Benghazi while they were under attack — namely, that it would take too long — is as shaky as its other statements. A small fighting unit in Tripoli was ready to get on a plane to Benghazi when they were ordered to "stand down." Other fighting units located outside of Libya are designed precisely for fast deployment — and nobody knew how many hours the attack would last. But it will take more investigations to determine who gave the order to "stand down," and why. How many new lies that will generate is another question.
